Last Tuesday, the Chippewa County Board of Commissioners adopted a resolution on behalf of the Chippewa County Sheriff’s Dept. to enter into a Master Subscriber Agreement with the State of Minnesota, Office of State Court Administration. The agreement would allow the Sheriff’s Dept. to use systems and tools available through the state’s criminal justice data communications network.
County Sheriff Stacy Tufto was designated as the Authorized Representative for the Chippewa County Sheriff’s Office, and the County Administrator was appointed as the Authorized Representa-tive’s designee to assist with the administration of the agreement.
In other business, County Attorney David Gilbertson met with the board to discuss the activities of his office during Feb., 2018.
County Engineer Steve Kubista provided a report of the Highway Department’s activities during Feb. of 2018. Kubista also presented an agreement and resolution to transfer Trunk Highway 277 from Highway 7 to Highway 40, a total of 11 miles.
The resolution was adopted by the board, and Jeff Lopez, chairman of the board, along with Michelle May, interim Auditor/Treasurer, were authorized to execute the agreement. Kubista also presented three quotes for the purchase of a new skid steer to the board. The board accepted and approved a state contract quote for the purchase of a new CAT 257D from Ziegler for $61,275.
Kubista also reported that bids for 2018 Pavement Markings and Dust Control will be let on April 17, 2018, at 1:30 p.m.
County Assessor Bonnie Crosby met with the board to discuss the Data Cloud Solutions mobile app update and the AMA certification requirements for local assessors.
In anticipation of expected increases in appraiser services provided by the county, the board directed Crosby to add an assessor position at Grade 7 in the 2019 budget.
The board approved an annual report submitted by Veterans Service Officer Tim Kolhei and moved him to Step 8 in Pay Grade 9 effective as of March 1, 2018.
Drainage Inspector Josh Macziewski presented a manure pipeline proposal for Louriston Dairy before the board. The proposed pipeline would cross County Ditch 16 and County Ditch 44. The board scheduled a public hearing on April 3, 2018, to hear testimony on the permit. Macziewski also presented his plans for the 2018 ditch maintenance season. The 2018 drainage work plan was approved by the board.
Macziewski requested authorization to hire two seasonal employees for the 2018 season. The request was approved by the board.
The board next discussed the replacement of an air handler at the Chippewa County Courthouse. An agreement with Engineering Design Initiative for professional services to replace the air handler at a cost of $13,000, plus reimbursed expenses.
Also discussed was heating system improvements to the Community Service Building. The Auditor/Treasurer and Maintenance Supervisor were directed to research improvement options and associated costs.
A new community development program called Opportunity Zones was discussed. The county is eligible to submit an application on behalf of the City of Montevideo to participate in the program. The Auditor/Treasurer was directed to submit an Opportunity Zone application to the state. The Chippewa County-Montevideo Hospital Joint Powers Agreement and by-laws were discussed. The County Board will follow their attorney’s recommendation to not amend the current Joint Powers Agreement.
